Quezon City requires cleanup compliance certification for infra projects

The Quezon City Government has strengthened its efforts to ensure that infrastructure projects leave communities safe and clean with the enactment of the Construction Site Restoration and Cleanup Compliance Ordinance.

Under Ordinance SP-3519, S-2026, all public and private infrastructure projects in the city are required to secure a Certificate of Site Restoration and Cleanup Compliance (CSRCC) before they can be officially accepted or fully authorized.

The measure aims to address the problem of construction debris, waste materials, and damaged public facilities that are often left behind after project completion.

“Every infrastructure project must be completed in a safe, orderly, and environmentally responsible manner. No developer or project proponent should be allowed to leave behind debris that threatens our people, communities, and environment,” Mayor Joy Belmonte said.

To obtain a CSRCC, project proponents must clear all construction and demolition debris from project sites, restore affected roads, sidewalks, drainage systems, and rights-of-way, ensure proper backfilling and compaction, and comply with engineering, environmental, and waste-management regulations.

They are also required to transport, dispose of, recover, or recycle construction waste only through authorized facilities.

The certification will be issued only after projects secure all necessary clearances.Violators of the ordinance will face monetary penalties and may be subjected to additional sanctions.

These include withholding project acceptance until a CSRCC is secured, suspension or denial of building-related permits such as occupancy permits, forfeiture or non-release of performance bonds or guarantees for public infrastructure projects, and suspension or closure of ongoing construction activities until full compliance is achieved.
